ON THE FRONT OF THE HEATER, THERE SHOULD BE A COVER OVER THE HIGH/LOW SETTING KNOBS. REMOVE THIS COVER AND TURN THE HIGH INDICATOR DOWN 20 DEGREES. TRY IT, AND IF IT IS STILL TOO HOT, TURN IT DOWN MORE. BEFORE YOU DO THIS THOUGH, KNOCK OFF THE POWER, MOST WATER HEATERS ARE 220 VOLTS

Should be a dial toward bottom of tank (similar to dial in a refrigerator), turn it down a couple. Dial on outside of tank is not dangerous to touch. Anything under the metal safety guard needs someone who understands what they are doing.

If your water heater has two thermostats. Turn off electric. Remove both plates. Set both to same temperature or if they just say hotter and colder, move both pointers toward colder. If this doesn't help replace both thermostats. Turn electric back on.
