Sephiroth was slightly emo; Kefka from FFVI is AMAZING. I don't think any other villain can even hope to come close to Kefka's insanity.
And he didn't even have a reason to be evil....he just was.

hmmm, Wesker is pretty bada** , I'd probably go with the penguin guy on Batman.
