If you consult the United Nations Human index report which measures things such as adjusted real income, educational opportunities, and medical care, Canada is somewhere around 5th or 6th in the world and both the United States and the Philippines rank lower so I assume that has to be because of more effective government.

Considering the Philippines is still trying to collect from the family of ex-president Marcos, who extorted millions from the Philippine government, I'm inclined to say Canada.

25% of the philippines GDP comes from filipinos working overseas......while the only Canadians moving to the Philippines are doing it to retire on the cheap to a beach.
