Do a thorough washing of the truck, under hood, door jambs, wheels, wheel wells, tires etc.. Use detailers clay to clean the paint. If needed apply a cleaner wax or a light compound to brighten the paint and get rid of any oxidation. Put on a coat of wax to protect all your work and keep it shiny. Clean the interior. Vacuum carpet, remove the seats if you can, get in all the cracks. Clean the carpet with carpet cleaner, use Tuff Stuff or Spot Shot on the stains. Same goes for the seats if they are cloth. Vinyl & leather require different methods. Use a vinyl & rubber cleaner and protectant on the dash and door panels as well as any consoles or plastic & rubber trim pieces. Wash the windows. Polish the shiny metals (if there is any). Your local auto parts store will sell car cologne to spray in after your done. Most will only last for a few days so you'll have to reapply frequently. Most importantly, maintain! Keep it clean and wax at least twice a year.
Or you could pay a detailer to do this for you, it could be worth it.

Clean the engine compartment and the underneath of the vehicle thoroughly. Use degreaser, a good soft brush and a pressure washer. If you use a do it yourself car wash, use the engine/wheel cleaner liberally on the engine compartment and undercarriage, let sit for a few minutes then spray with the soap setting and follow with rinse. Clean the door openings, especially around the latch and hinges. I like to wax the door openings and underhood areas. Wax the truck with a random orbit buffer, if you can obtain one. Pep boys sells them at a reasonable cost. They do a lot better job although you'll still have to do small, tight places by hand. Use an old toothbrush or other small brush to remove wax residue around door locks, mirrors and seams. Clean the interior with a really good vacuum and shampoo the carpets. Armorall all vinyl surfaces except the steering wheel. Clean the wheels and tires with a good degreaser and brush, then after they're dry, Armorall the tires. Clean the windows inside and out. The best thing I've found is 'invisible glass' available at car parts and walmart. Use black and white newsprint on the windows rather than a cloth or paper towels. Cloths leave lint and paper towels cause streaking. A good detailing takes time but will make a vehicle stand out more than anything else you can do.

windex the windows, if the headlights are clouded over, buy some new headlights, it makes the car look much sharper, and often for very cheap (depending on how expensive replacement headlights are). you will not believe the great makover this gives most cars.
if you are trying to make your car look good (or newer) in a photo, take a photo of your car in the rain. the paint will sparkle and glisten with the water, and it makes the car look super great with no extra effort.
i dont know about making a car smell like a new car, but i have a steam cleaner, that i like to take to the seats in my car, every once in awhile, just to keep it looking nice. my car is not yet paid off, and even though it is a couple years old, i try my best to make it look as good as possible. windex all the windows, interior and exterior both sides of the window payne. if your dash is the shiny type, clean your dash with the interior dash cleaner, if not, a small amount of mild soap and a damp cloth will take all the dust off your dash, making it look clean, and as close to new as possible.
and of course, i vaccum my seats and floorboard as well.
try to take your car to a carwash every week or so, so that road build up and grime does not stay on the bottom of your car. eventually, it can mess with your paint, and cause rust damage.
and of course, wax your car by hand. This is always a great way to make your car shine and sparkle. it does take awhile to do a really good job. read all the directions beforehand on the carwax container (i recomend turtle wax) and be sure to go over every part of your car closely, making sure not to miss any spots, especially if you want to do a good job. the first time i waxed my first car, it took me about 4 hours, but i must say, i thought it looked pretty good!
happy trails!

Buy one of those "new car smell" mirror hangings. Also update it with new paint if it looks worn out.
