If canada already had civil rights protection in the form of bill of rights (1960) why then the need to pass the Charter?

There are levels of laws -- and higher (more authoritative) laws are often more difficult to change than lesser laws.

For example -- in the US, we have our Constitution -- and regardless of what laws get passed at lower levels -- they cannot conflict with the Constitution -- and while the Constitution can be changed, the process is much more complex than changing lower laws -- so enshrining civil liberties and specific rights in the Constitution protects them from casual changes.

I'm not sure how Canada's system works -- but if the Charter is much more difficult to change than the other laws that are already in place -- then it's a way to protect those civil rights to an even greater extent.
