Because they're third world countries where life is brutal and cheap.And prostitution is not legal in either country.
Thailand is known for child prostitution,and is a mecca for pedophiles from around the world.I'm not sure what your point is supposed to be,but your examples are very weak if your trying to say they're more open than the United States.Cuba is a communist dictatorship where prostitution can get a girl twenty years in prison,Thailand is Buddhist majority country where prostitution carries a three year sentence.The police in both countries are corrupt and easily bribed.

I do not think prostitution is per se legal in Cuba --- but prosecution is not done all that much because the country needs the money --- that the sex tourism industry brings to that corrupt Communist nation:
Thailand --- has more regulations on the sex trade but children are still involved --- and it generates a good deal of money.
