why do stores sell rolling paper if weed is illegal?

for tobacco roll ups. Rolling papers aren't illegal yet. But I agree I have to laugh when I see it because probably 10% of the people are buying it for that reason

I've always wondered how head shops get by with this when drug paraphernalia found in a search of someone's house or vehicle is held against them. Must've been some good lobbyists.
