I am doing research on a minor breaking out a couple of windows in his school and being arrested. Is this considered juvenile delinquency or does it have to be something more serious? Any sites that talk about juvenile delinquency in detail? What can parents do if their child is arrested for this? Is there any organizations or groups that can provide assitance?

It certainly IS juvenile delinquency. It is also vandalism, AND destruction of government property. There are a billion websites you can look at about this. Parents can't do much if their kid is arrested. They can hire an attorney OR have one appointed. There are several organizations that provide assistance for the kid. Go to your state Bar Association's web site.

Damaging someone else's property is clearly delinquent behavior.

Contact an attorney.
