Year, make and model? Try cleaning the windshield with Bon-Ami...residue can build up on the windshield and cause blades to chatter if the windshield is not clean. Especially, if you park under trees with lots of sap or just from acid rain type effects and dirt in the air. If that does not help, I would recommend changing the wiper blades...not just the inserts...and possibly bending slightly or replacing the wiper blade arms...they are spring loaded and can lose their downpressure force over time causing blades to skip or chatter.

You could also replace the wiper arms and the blades. That should correct it.

have you tried replacing the wiper blades? sometimes when they get worn they will skip
