Both 'No.' and 'Go.' are the shortest complete sentences in the English language. You cannot argue one or the other.

And technically speaking, neither are because neither contain both a subject and a verb. However, both can be used as sentences without comment.

EDIT: 'Hi.' is short for 'Hello.' therefore it wouldn't count, again ignorance.

I always heard it was "I am" but I guess "Go" would make sense if the understood "you" was considered the subject.
