Madison one be of a bajillion girls with the same name, and Jayla would also get lost with the hordes of Kaylas and Jaydas.
That leaves Jersey. The New Jersey associations aside, it's a pretty name. So I'd vote for Jersey Nicole for a girl.
Emery is a great name for a boy, but I worry that Jersey & Emery are both gender neutral, as is, to some extent, Hayden.
So I'd use Nolan James and Jersey Nicole *or* Reed Hayden and Jersey Nicole.
You might also consider Gelsey for a girl. Similar, but without the Garden State vibe.

I think Madison way over used and prefer Emery for a girl, but my favorite combination is actually Jayla Nicole and Hayden James. I think Jayla and Hayden sound close and cute but not overly rhymey or too close to cause confusion. Good luck with the twins!

Of those three, Jayla and Nolan, which are quite nice. Madison is overused. Do not under any circumstances go with Jersey and Emery, unless you want them coming home with twin ego bruises from all the teasing.
