The bad time is when we sit for hours in front of our screen forcing our thoughts to gather words to form a question we don't have an exact idea about.
The good time is when we're doing something and a wondering suddenly pops up into our head providing us the quickest access to a question that's just good to be asked.

There is nothing like good or bad time.Question can be asked after studing the time, mood /mental condition of the person.to whom the question is asked.

Never ask your Mom a question when she's pissed off at your Dad, and always ask your Dad first when you want something, He'll tell you to ask your Mom, and then you can say "she said to ask you." and he'll just assume that means it's okay.
