I want to know how a computer can be smart enough to keep track of time even when it is off.

Batteries

Modern computers have a watch battery the size of a nickel in them, last about 3 to 5 years, depending how much the computer is off. It also remebers other things like where the hard drive is, how much memory to use, if you like your NumLock key on or off to start, it's all in a chip called the BIOS

The internal clock is run on batteries. The batteries are recharged by the power running to your computer via the outlet.

There's a clock inside running all the time from a battery. The battery is either rechargable or it lasts for years.
