the fibers which make up wool are fine strands of wool and spun to make wool yarn, or if a felt coat (eg not knitted) its feltd together.
Over time you will rub against the wool on the coat and in doing so the tightly wound or felted fibers will become unfelted or unspun and when they are loose will then start to curl up on themselves, gradually they all wind into small balls, semi stuck to the fabric (the coat) and semi unwound or unspun and joined in a small ball.

Bobbles are inevitable, especially under your arms or anywhere where rubbing and frction happens.

Make sure you regularly de fuzz or combe your coat, even if it doesnt look bobbly, this will prevent it happening so badly.
