They were different but Louisiana had several days to get ready and still managed to screw it up. Who else is there to blame but the local and state governments. The Federal government isn't a first responder and shouldn't be relied on to be one. Lets face it the politicians in Louisiana screwed up big time, there was no leadership there. One look at California and you will see what a responsible state and local government are capable of. What is really shameful is that those same lousy politicians in Louisiana got reelected, go figure.

Every household should have a contingency plan for emergencies. If a situation occurred in which the household plan fails or is inadequate, then the local officials step-in. This process continues up the ladder. In other words, the first defense is a person's own plan of action.

If the local officials can't handle the problem, then the state gives assistance. The federal government gives assistance if the state and local can't.

New Orleans citizens did not have a plan, and the local and state officials failed in implementing any plan they may have had. California people were told to leave, and they did. A lot of people were leaving before they were forced to. One is a situation of planning and action. The other is lack of proper planning and even less action.

So, who's fault is it if you refuse to get off your butt and seek safety? Action starts with the individual, and goes up from there. New Orleans was failure after failure. California may not have affected a complete city, but the areas, as a whole, were larger then the city. The forces had to fight Mother Nature and terrain. California did a better job, both its citizens and the state and local government.

Not really. The do have to bear some blame, but the two situations were very different -- California has been dealing with these kinds of fires for years and has been getting better and better at it. New Orleans had never been hit that badly by a hurricane for 100 years or so...

According to President Bush no one anticipated that the levees would break.....

Yes.
Ray Nagin is a piece of sh!t.
Anyone who claims to represent a "chocolate city" shoud be fired and never allowed to run for gov't office again.
I live in Florida and I have seen more than my share of hurricanes.
The day before Katrina, Jim Cantorre of the Weather Channel said that he was amazed that a category 5 storm was coming to New Orleans and yet there were people on the beach, in playgrounds, shopping at the mall, going to bars, and having bar-b-ques.
He said, "If this was Florida, it would be a ghost town."
Yet, people are just HANGING OUT even though a MANDATORY EVACUATION ORDER had been issued.
Then, the Federal Gov't offers to do "anything it can to help" but the local and state politicians, who were just as STUPID as the average voter in New Orleans, told them that they didn't want help.
WHAT?
The reason is that Ray Nagin and the other local politicians are MORONS and didn't want Bush to receive credit for helping. They decided, instead, to blame him for their own magnificent screw-ups.
Then, the smart people in N.O. leave, but the morons, who later decided to re-elect Ray Nagin, stayed.
Go Figure.

Louisiana's governor, New Orleans' psychotic mayor, and every idiotic bureaucrat in between showed what happens in a system dominated by corruption and incompetence. It's also the result of an entitlement mentality where people think society owes them everything..... while they give nothing in return.

Yes, and the fact they live below sea level and r surrounded by water just doesn't sound very smart, but I guess if you wanna take the chance just like the people in California with mudslides building house on ridiculous slopes.

I've said it before, and I'll say it again.

Disaster management is a state responsibility. NOT the federal government.

Success or failure is the result of the states ability to plan and conduct contingency plans.

Yes. You might be aware that the governorship was won by a Republican! who is also an Asian Indian! Looks like the good old boys know who to blame.

They were very different but the manner in which the state governments reacted was extreme.

In LA the state demonstrated such incompetence that they should have been prosecuted for criminal behavior.
