I was sneaking on my bros bedroom. dont ask why :)
then i saw one of his perfume and the ingredients listed are
toilette de eau?
i looked it up in the french-english dictionary and it meant toilet water? does this mean perfumes are made from toilet water? I am so confused

eau de toilette is just what they call scent you put on in the bathroom. not where the water comes from. and it is not as strong as perfume.

Eau de Toilette are terms used in perfumes..

Meaning the % of concentration..

Perfume extract: 20%-40% aromatic compounds

Eau de parfum: 10-30% aromatic compounds

Eau de toilette: 5-20% aromatic compounds

Eau de cologne: 2-5% aromatic compounds

So, your brother use a light perfume, which i use too, is refreshing, and don't last too long..

So, your answer is NO, it doesn't come from the toilet ^^
