fish do urinate. However, they don't do it like we do; and it doesn't come out with the feces.
Fish "urinate" through their gills. Basically, because their gills are in complete contact with the water (how they get their oxygen), they also excrete wastes directly from the bloodstream here. The main urine-based compound here is ammonia -- that's one of the main sources of ammonia in a tank, and why you see a buildup of ammonia in the tank before the proper bacteria have established themselves in the tank yet.
And fish do drink -- it's all really a matter of maintaining the correct salt levels in their blood. Sometimes they will take it in directly through their mouth, and other times it flows in through their gills where they absorb it.
