People have tried cloud seeding here, dating back perhaps to Charles Hatfield in 1916. But if you're asking about cloud seeding to reduce wildfire risk, it's not going to work. You need to have some sort of weather system that might produce precipitation if given the right push, and during the dry season (May--October) those systems are not around. In fact, they may not even be around during the "wet" seasons: San Diego has only had about 7 inches of rain total for the last two years, and cloud seeding would have done almost nothing to change that. When strong Santa Anas hit before the wet season California will always be at extreme risk for wildfire.
