You are almost right...
First not the USA's new policy but Bush's foreign policy.
It goes like this:
1 All countries deserve a democracy whereas the definition democracy means that country must have a capitalist economic system. All other democracies, although they have free and fair elections, do not apply because our large American corporations can not profit off of communist or socialized countries.
2. If you do not fall under #1 but are willing to take orders from the USA or allow the USA to profit from your cheap laborers, such as China, then the USA will not mess with you.
3. If you do not kiss the USA's butt completely and try to make a profit in order to enhance your economy then the USA will liberate your country regardless if they ask to be liberated.

No, we occupy them for OUR own good...otherwise these rogue nations will pose a greater threat to our national security. When the nukes fly some people may wonder why they never kept an eye on these "free countries" long ago.

America has ALWAYS helped and encouraged people to become Free.
However, the Democrats of Today have no special interest in Freedom for Anyone, EVEN US.
Democrats love Kim Jong, Castro, Chavez, and Ahmadinejad.
