Of course. A 50% solution of NaOH in water is called oil lye. The virtue of this solution is that it reacts with carbon dioxide of the air to produce Na2CO3. The Na2CO3 settles to the bottom. When one wants pure NaOH, one decants the oil lye into a flask, dilutes it to the required strength. Use at once. Even 0.1N NaOH absorbs CO2 too.
