Doing a business project for cosmetic industry and I need to know whether cosmetic surgery qualifies as a substitute to using beauty products.

Yes, but only to a limited extent. If you're doing this project in connection with learning about elasticity of demand, it's not a perfect substitute.

It can be considered that, yes. There are procedures for women to permanently change the color of their lips to a certain shade of the color. I believe there are other similar procedures for eyeshadow. Look up "lip shading" or "lip coloring".
