For the same reason you don't have a flying car: it isn't safe by any definition of the word.

By the way, his last name is Hawking, not Hawkins. A lot of people make that mistake.

*Hawking* was almost finished designing one when he abandoned the idea to work on one that instantly teleports him anywhere in the universe. He then abandoned that one before it was finished to start on one that travels in time too.
