Go shopping. If that's what she wants to do, you shouldn't stop her from doing it. Her friend will understand if she explains in a nice way why she can't come to the party.

first how old is the cousin if the cousin is not at least 18 and with car than I would say NO. But if she is 18 sure your daughter would have an adult there to watch after her, just remember there are still a lot of sick people out there and as for the party if there an adult supervision sure let her do both things, so longs there's an adult supervision

Who goes shopping on Halloween? I don't see why she doesn't want to go to the party. Don't let her shop on halloween.

Shopping is safer, a party can lead to things. Let her choose doesn't seem like either will be a problem.

How terrible, she wants to go shopping when she could do so many other useful things like TP'ing the neighbors yard, egging her teachers houses or busting people's mailboxes. I truly feel for you. She must be a horrible child.

I would certainly remind her that the stores will always be there, and the party is just this one night. Is she looking for an excuse not to go to the party? Since it is her best friend hosting, one has to wonder???

If she has already accepted the invitation to the party then she should go to the party. If she hasn't then I think she is old enough to decide which activity she wants to participate in.

Let her go shopping during noon then go to the party later!

Let her choose, perhaps she can do both as I expect the party will be in the evening.

Which one does she wanna go to the most? Make her choose. Or you can do both and make her happier.
