The siphon tube that drains out the water of my aquarium is only about half the height of the aquarium. The filter is an external canister filter. Is this effective or should I extend the tubing to reach near the bottom of the tank?

Well it depends, most canisters require you to keep them 24" below the top of the aquarium so that water flows perfectly. Increasing the tubing can help set more water if the tank and canister and real close this can make the canister suck slower.
