If you mean isolator valves, usually with a slot or small lever to turn, then no! not usually a washer, but a ball, hence the common name 'Ballofix'

They have a ball inside with a hole right through and two 'o' rings to seal. Sometimes they can seal again after a few turns to clear out dirt but mostly they have to be replaced if they dont seal or are leaking. You will find the compression nuts are all the same thread so just get a new one, a couple of adjustable spanners and replace the middle bit only. Make sure the arrow on the side points the way the water flows. Good Luck.

Some do, some don't.. you won't know until you take the stem out. The majority do have a replaceable nylon seal (washer) in them
