Wear wool socks (throw them in the dryer for a few minutes). Unlike cotton, wool is a very good conductor of heat. Cotton socks just won't do the trick.
If you are allergic to wool, try putting a heating pad down under the covers at the foot of your bed. Just keep it on low and your feet will stay nice and toasty.

While layers of socks do help, nothing works like a big furry dog. If you can just get one to lay at the end of your bed on top of your covers you have it made.

Wear a toque or hat with ear flaps. Most of your body heat is lost through your head at night, so wearing a hat or toque will slow this down, keeping you and your feet toasty warm.

heat pad and socks, maybe a fire brick and warm it up in your oven or stove and then put it in your bed and keep your feet on it through the night.
