It is a sexual position. The female lays on top of the male, basically "backwards", but facing each other, and both giving oral at the same time. The 6 and the 9 represent the people, with the o's of the numbers being the heads, and the rest the body. 69

Its an oral sex position where one person has their face in the other person's crotch and vice versa. Just like '6' and '9' are upside down versions of the same thing.

It's a # after 68 but before 70. Hope that helps :) I think there is an age limit when you SHOULDN'T do that any more.
