Voting on ALL post-season awards are done on the Monday after the last game of the regular season. The winners are not announced until after the world series. Baseball only announces one award per day usually starting a week or so after the world series.

I believe the voting is done before the series so it doesn't influence the voters. The winners aren't announced until after the series is all over. This way it doesn't take anything away from the playoffs and allows baseball more exposure during the off season.

The voting is done at the end of the season, so "picking" is over.
The announcements are made in November. The AL CYA press release goes out on the 13th.
