Whichever plant you choose you must take into consideration the weight of it on the fence, something like wisteria which gets very woody is incredibly heavy, ivy is very dense and the weight of that over the years can bring a fence down.
If there is enough sun you might like to consider growing an espalier fruit tree, they look lovely all year and you will have the benefit of the fruit, not only that but they will not put a strain on your fence.

There are various climbers you can go for. Just a tip if you go for wisteria make sure it has been grafted and not grown from seed. If it is grown from seed it can take up to 20 years before it flowers and it will probably be a lot cheaper. If you have room try planting different types of climbers together and possibly an evergreen so you will some colour most of the year

If you have the right yearly tempurature, I would suggest jasmine. They are beatly climbers when trained properly, and offer blooms upon bllos if properly fed and trimmed. Some nurseries offer climbing jasmine (www.logees.com) and in a variety of colors. And just like everyone else said, you can't go wrong with clematis! They come in such beautiful colors too!

Personally I love wisteria. It has beautiful fragrant blooms. Passion flower is also nice and there are lots of clematis varieties or honeysuckle. Depends on soil and what direction the fence faces.

ivy plants are very good and fast growing, but you would be better putting it in a pot as they do tend to take over if you let them.

Have a look at this site as it has evergreen and semi-evergreen climbers and the particularly nice chocolate vine(great name).
