yes its safe use a clean rag and then let the filter to the rest . then change out the filter

It's completely safe to scrape of the algae. The pet store items are good, and the real Scotch-Brite (soapless) pads are good. As a last resort, you could gently use the gravel in the tank to scrub it off, but that's too messy for most people.
The algae will not hurt anything, and your filters will strain it out overnight.
If you have a fresh-water aquarium and dont have large fish, consider getting some otocinclus arnoldi's, or algae-eating sucker-fish, which are small and non-aggressive, and they keep the algae down well.
For a large tank, with large, aggressive fish, a plecostomus is the algae-eater of choice.

The pet store sells scrubbies, both hand held and on a stick. I would be afraid that other household scrubbies might have chemicals or soap in them. I would never wash any fish equipment in soap, any residue would be bad for the fish.

you can always take your fish out and put them in a big bowl while you clean their tank
