I feel that if celebrities spent a month in the ghetto living the ghetto life they would straighten out real quick. After spending a day at the welfare office, working for chump change at jobs that they hate, they would appreciate their blessed lives and get their act together.

So, if the celeb is addicted to drugs or booze and needs to get dried out, seems like rehab would be a better choice then poverty.
Sorry, but I can see that very quickly overturned as cruel or "unusual" punishment since nothing in current laws allow for such an order.

I have a better suggestion. Send a celebrity penniless, to the mean streets of the ghettos on the outskirts of Managua, Nicaragua for the term on their sentence. I know it won't happen but it wold funny to see it happen.

If they do a crime, they need to go to jail. If they are on drugs, how will going to the ghetto help them overcome their addiction. If you're talking about community service, that would be different.
