Caulk is not glue and all you will manage is another mess to clean up. I wove a dowe rod through my toy holder and put a planter hook on it then hung it from the shower rod. Works perfectly without the mess.

If the caulking is a latex base it will not last that long. If it made of a silicon base try to not have any unneeded weight on the suction. and just dab some on the bottom of the suction and attach it to the wall.Let it stay without any interference for at least for 12 hours. then it should give you no problems. This should help.

You have faulty suction cups (or a really dirty shower that the cups get air through the cracks of dirt under the edges {no rudeness intended}) Since I'm sure you've got a clean shower, take the suction cups off it and take them to a hardware store and replace them with similar ones.
I had this problem with a shower caddy, the suction cup had a very tiny pin-hole in it. I replaced it and now everything is fine!

I don't believe that calking is used for this purpose. Go to Lowes or Home Depot as they do have employees who work in particular sections of the store so that you can get some "free" advice. Otherwise, contact someone who builds tubs and showers and get their advice.
Another source of information is at Lowes stores in their book section! My husband and I built an entire building by purchasing contractor books and following their every instruction! It wasn't cheap for the books but the information was priceless!

Take a cleaner and super clean the squares of tile you want to suction to. Maybe wipe it over with white vinegar and do the same with the suction cups. Then try it again.

I know a little about this, my dad is master contractor for 30 years. caulking will not hold it up for you. caulking is for really small holes, its used to fill the holes and keep out water. I would use a drop of super glue that way you can take it down later. a drop will be enuff to hold it there but not enuff to permitly keep it there. good luck

get some good silicone caulk not tub caulk ge makes a nice one
with a single edge razor if nothing else works you can shave it off

the caulk will damage the appliance and the tub. try scrubbing the area with one of those chemicals that's supposed to remove lime deposits and soap scum. I bet that will give it enough adhesion.
