Why can't you buy one? They have scads of them at Spirit stores.
Anyway, all she needs is pants with a scarf for a belt, tucked into boots, and a shirt with puffy sleeves and a vest over it. A scarf around her head with a few charms sewn onto it, and she's good to go.

Ohh Ohh hang on! Oh you said make one?? Well IDK
i guess you could get a
* ripped up shirt (like torn at the bottom)
* Bandana
* sword
* Pirate jewelry
* pirate pants/skirt (Jean stuff could work)
* belt (with skull (if possible) )
* or instead of bandana get a pirate hat (Of course)
So yeah then just put it all together and what does that spell???

Go 2 Party City, Wal-mart, or Super Target. Either one of those places should have the pirate costume, including acessories.

Hmm. The easiest thing would be to put together stuff she already has or can easily borrow.
I would probably wear black pants, a low slung black belt, a tight white v-neck hanes t-shirt, black boots, a red scarf tied around her head, and lots of black eyeliner.
I suppose that just looks like anyone, but if she could get ahold of a sword, a peacoat, and a tri-corn hat, it would be really cute, especially with red lipstick and fake eyelashes. Sexy pirate!

I would suggest that she wear black pants, boots, an old white shirt that she may not mind tearing a rip in, a big belt, and a bandana on her head...add a pair of huge loop earrings from the dollar store...and then rub some charcoal on her chin to look like a beard. And rub her charcoaled hands onto the shirt to look scruffy.

i dunno even if or not they promote pirates of the carribean costumes yet 'Smiffys' promote large costumes they promote total costumes that you need to purchase or in simple terms props which comprise hats, swords, pirate rings, eye patches and so on that you will be able to easily piece which include an previous blouse and a couple of previous denims

A spotted bandanna and an eye patch should be quite easily made and borrow a pair of big black boots or wellies, if you don't already have them.
