Is it possible to manually switch between Direct X 9 & Direct X 10 on newer video cards?

10 should contain everything that 9 needs .. if theres a problem its vista or the video driver imo ..

No, your game will determine that itself. If the game is designed to use DirectX 10 it will, if it isn't, then it will use DirectX 9.
