My daughter had a simular problem after she purchased her Logitech camera, and I had her go to the Logitech website, access the Support Area, and run the Logitech Troubleshooter. She resolved her issue using this tool, for her it was a lack of the most current Active X installation. Newer cameras are requiring the use of the most current version of Active X. While this fixed her problem, and may indeed fix your as well, each installation is different and so may require a different solution. To get started with the Troubleshooter, simply type in your web-cam model and then follow each onsceen instruction, or advice.
