You truly can't teach him a lesson, but he has taught you one, don't lend $. When you lend money to a friend you need to be prepared for never seeing that money again. Your best bet is to let it go.
What you would waste in time and energy to bring legal action would amount to much more than your initial $200, and you would only being making a bad situation worse. Plus even if you will a judgment against him, you can't really enforce it, no court is going to put him in jail for failing to pay $200. So all you would be doing is lowering yourself.
Chalk it up to an $200 lesson in money management and friendship. Now you know, never let him borrow money from you again. In the long run, he is one that suffers more. No one is going to loan him money again, and you come across as the better person.

Some PPL see shelter dogs as defective because people call them mutts, and think if the owner turned it in there must be something wrong with it! Not realizing 30% of the animals in shelters today are AKC registered (for what that is worth). Unfortunately, everyone talking about purebred dogs make them think that is the next step. So off to pet stores, aka puppy mills they go because they claim pure breeds! If they are not involved on a daily basis, or have a cause for dogs and just get slam dunked one time they think in their own twisted mind they are doing the right thing because a little education is sometimes more dangerous than no education! They also justify designer dogs because of the years and years of breeding dogs to have the result of the breeds today. More sadly, designers are a fad that is taking off like wild fire! Many people today are spoiled, they want what they want at all costs!

You can go to civil court, but then he'd probably not be your friend afterwords. But if you value your friendship then i would suggest to put interest on it and make him sign a contract that says he has to pay you back in___ or the amount he'll have to pay is .5 more than before, but make sure you have plenty of trust worthy witnesses or it your word against his.
You need the cash if he's a real friend he'll understand and try to get it back.

You can file in a small claims court for the money and the court may demand he pay you back... but that is still no guarentee that he will..
Never loan money to friends.

never lend money to a friend. unless you have it on paper, you won't get it back.
learn your lesson. going to court, hiring a lawyer, etc will run you more money than the $200. now you know.
don't go whining to his commander or whatever. what do you want them to do? big baby. move on, and don't lend money to anyone.

Take him to small claims court. no lawyer needed, and since he admits the debt, you can get a judgment against him. There is no guaranty you get paid, but you have the right to put a lien against any thing he owns, and to payments from the government, tax refunds.

You can file a suit in small claims court. I think it only costs about $35 to file. And emails do hold up in court as evidence.
