other than pretty much eveything would be ripped apart due the stresses from tidal forces...little things like the planet and every thing on the planet dying in the cataclysm....other than that you would also have to change the whole time zone thing too

The Earth is massive. The friction from such a large change in momentum would likely melt the entire Earth even if you could find a way to apply that much force without completely breaking it into rubble.

Time would reverse depending on if it reversed on the axis and reversed its revolution around the sun. If both of them time itself would reverse but not actions.
