No. The car pool lane is intended to relieve congestion by giving incentive to drivers who ride in the same vehicle. The dead person can't drive, so there's no relief in the congestion.

No. That happened in Washington State on I-5 and the driver was nailed with a huge fine.

I'm pretty sure that you can't but I don't see why not. The signs in GA say 2 or more people. Doesn't say anything about them being dead or alive.
