seeing him-he could be coming over

Very little difference in the meaning. The first indicates intent and possibly he is not aware that you are going to see him. The second indicates prior agreement as if you had made an arrangement.

No difference except there is no period after the 2nd sentence. Did you mean this to be a trick question?
