I would say that FEMA learned its lesson on Katrina, but they didn't: they recently had a FAKE news conference with FAKE reporters. Somebody needs to get fired, don't you think?

While the government botched katrina.....the embarassment tought them a lesson and they are doing a much better job this time.... If the California fires had happened befor katrina it would be the same mess new orleans was....So I guess you are suggesting that since the response sucked in New Orleans it is now the governments responsibility, in fairness to all, to make sure their response sucks to any other disaster now and in the future? Or are they allowed to learn from it and improve?

It's the state & local response. Please actually do some research on how emergency responses occurr in the country. Locals arrive on the scene first (this includes city & county); then the state is called in if necessary & it is THOSE bodies that determined if the feds need to be called in.
For the fires - it was state & local authorities that determined how much support would be given by the feds. They are, truly, running the show - except for the investigation into the arson ideas. In NOLA, no one had a chance at responding correctly because of the ineptness, poor attitudes & utter corruption at the state & local levels.

james, my very thought, $M+ estates and schrub is johnny on the spot and all huggie bear.
As bad as FEMA's response to Katrina was I still place the blame on New Orleans and Louisiana themselves for p--s poor planning.
Every year during hurricane season the thought is prevalent, what if Nawlens is hit, then when it happened, NO ONE knew what to do.
However, that has nothing to do with FEMA's response.

Katrina was less a failure of FEMA than a failure of local politicians. They downplayed the situation early on, they refused help until it was too far beyond their control and money intended for repair and upkeep of the levee was rerouted to other expenditures.

Their local response teams are used to these kinds of disasters in California. They have a lot of experience and are always ready to respond to them. I don't think anyone had training in an entire major city going under water although, since it was predicted, I guess they should have.
