Their are two main reasons, the rules and the optimum.

Rules - the rules stipulat the maximum and minimum sizes of every part of the car. There is very little room to be much different. Everything is tightly governed. The different between the maximum and minimum is often in mm's.

Optimum - F1 cars are thoroughbreds, they are built with once purpose to go fast. Usually there is one best way to achieve this (within the current rules). All the teams have brilliant minds and thus end up ALL being very close to this Optimum design within the current rules. Hence they all look very similar.

They have to follow the rules and regulations determined by the FIA. But at least they only look similar in the shape, but in colour-wise, they're all different so it's easy to tell them apart. Plus if their shapes were not same, it would be an advantage to some teams and to some, disadvantages. So it's quite fair as well.

From a distance they do all tend to look alike but when examined up close you can see all of the things that make them different.

Teams have individual designs for things such as barge boards, front and rear wings, exhaust chimneys, etc.

If a certain design proves to be fast, teams might copy it and use it on their cars. McLaren developed a bridge wing for their front nose and by the end of the season Williams also had one on their car. That will also tend to make the cars look alike to the novice fan.

The rules requiring this and that limits the team to anything different to their cars. Sure the livery looks different but if you pay attention, the wings or some other aspect of the cars look different since some of them have different aero adjusted package to make the cars go faster.

F1 cars evolve over time and people get ideas off each other to equal the car that gave them the advantage. The thing that makes them distinguishable is their liveries. So that's why!

brad t had it right, each team makes their own car , but when one team comes up with something new and an advantage is shown the all the other teams will try to copy, the theory being what works for them should work for us,

because they abide to the strict formulas set by the FIA which all constructors must follow to compete .... hence the term FORMULA 1
