It's usually a judge/magistrate or minister. Each state actually determines who can "solemnize marriages" - of course you'll need to legal part, too via the marriage license. It's a mixing of church and state if you ask me!!!!

A judge or magistrate can marry you other than a priest. A minister can even marry you at their house (if you ask), you can get married pretty much anywhere but since marriage is a legal thing a judge or a magistrate.

A judge, a justice of the peace, a ship's captain. Members of the clergy have no legal rights to marry anyone that is why the couple need a certificate of marriage and a license when they get married, for legalization.

I don't think a priest can legally marry you--at least not according to the laws of his church! Now he may can perform the ceremony . . .

Besides the officials listed above, anyone who is legally ordained as a minister, including friends who can become ordained online. Google "ordain minister online." It usually costs about $300-$400 to do this. States have additional requirements to register and its the responsibility of the person who is ordained must find out what he/she needs to do to comply with your state's requirements.
