IF you already have a cable running to the computer, just get a small switch. Connect the switch to the cable coming into the computer and the computer and Xbox to the switch, all will be connected! It is much easier than trying the ICS route which will require two network cards in the computer to work!

Go to the nearest Office Depot, Staples, whatever and get an Ethernet Switch. (about $20)
DO NOT get another Router! Make sure you are getting a switch!
Connect the existing Ethernet cable (the one going to the computer now) to the LAN port on the on the switch
Connect the computer and the Xbox to the machine ports on the switch.
Now both machines can reach the router
No special setups are required

you need two network cards in your downstairs computer.
once you have got two installed properly.

go to network places "on the desktop"
now either
(right click on your network adapter "NOT THE INTERNET ONE" and click on properties choose advanced at the top and tick the box that says enable internet connection sharing")

OR

Highlight the two connections that you have got and rightclick on one of them "with the two still highlighted"

click on bridge connections.

this will be the easiest route, just make sure that you have got your computer on all the time while you are using the xbox
