I will agree with the others and say check the pedal switch. You don't have a short in the system because your not blowing fuses.
The switch is mounted underneath the dash next to the brake pedal. You will be able to see it if you lay down with your head next to the pedal and look up the brake pedal arm. As you apply the brakes, you will see the little plunger move in and out. The switch will be about the size of a persons' thumb, color could be anything (white, black, gray). I'm going to guess that the switch will have 3 wires connected to it (with a plug that you can remove). Cost will more than likely be less that $15 at your local parts store.
A test you could try is to press in the pedal, reach up with you hand, and wiggle the plunger around (up/down/left/right) and see if you can get the brake lights to light up. If they do, you've found your problem. Good luck!

The brakes have a switch attached to the brake pedal itself to activate the brake lights. The switch may not be easily visible but look for some wires attached or for a small item attached to the pedal, the arm or the pivot, that is the brake lights. Check under the dash and see if the switch is loose or the wires are off. The switch could also be bad.
You can unfasten it easily, install anew one from the dealer, very simple.

Sounds like an electrical short in the wiring that runs to the brake lights. If you've already changed the bulbs and fuses, what else is there? It could be expensive, but I would have a mechanic check it out - or trade the car in.

do you have power at the brake light bulb connection when the pedal is pressed?if not try for power out of the brake light switch mounted on the brake pedal braket under the dash

If you changed the bulbs and fuse and they still don't work then there's some electrical problem. Take it to the dealer.
Are you sure you changed the right bulbs? In the rear there's usually multiple bulbs per side.

This is coming from a person who has had a brother follow through with suicide. Through much thought and research, I have come to the conclusion that suicide may not be a selfish act after all but we family members might be selfish to think that a troubled soul should go on living so that we will not suffer. Do not get me wrong, I suffer tremendously from the loss of my brother. Guilt abides on a daily basis. But to ask him to live a troubled and painful life so that I won't suffer is selfish. Accept it for what it is. Don't judge the deceased, and try to get on with your life. The last part of my sentence is something I am still working on but I do not refer to my brother as neither selfish nor a coward. Just a soul that said enough is enough!

Get someone to operate the brakes whilst you view the car from the rear.Then they will work.
