Ask her to read news papers , novels like Three invesigatorsor Enid blyton or Nancy Drew...listen to the NEWS

And ask her to search for the meanings of new words in a dictionary so that she will come to know of the similar words which means the same.

Ask her to converse in english to her friends so that she will come to know the usage of words....

Get some flash cards and quiz each other. Why do you think she needs to improve her vocabulary? Does she really have problems or is it possible that you are just very good with vocabulary? It is nice though that you want to help your friend, but just don't go overboard so that she feels offended.

You can ask her to go online, learning vocabulary in some websites such as www.about.com and www.englishclub.com
And ask her to read newspapers everyday
Do also ask her to start a vocabulary book where she writes down the words she doesn't know while reading and ask her to write down the meaning of the word by checking in the dictionary! Good luck !
PSS: You should check on her to ensure that she does this daily

no body can hope to improve command of a language,by reading dictionary or encyclopedia.best way is use the available vocabulary in day to day activities,reading books of appropriate level,comics perry mason,nancy drew, and gradually progress.
CAUTION: tell her never to visit yahoo question and answer site,where she is more likely forfeit whatever she has learnt.

Hi there !
Get her the illustrated childrens version of the encyclopaedia....It will be interesting for her .and at the same time get her exposed to more and more newer words. Side by side it will improve her general knowledge too..
Also ask her to watch the BBC news (asia)..and this will definitely help her a lot..

Have her look up every word she doesn't know. Even if she has to look it up more than once. Eventually she will remember them.

find out what interests her the most.whether mystery,fiction,biographies of great people etc and get her books accordingly.always try to converse in english more than your state language"VOCABULARY CAN IMPROVE ONLY BY CONSTANT CONVERSATION IN THAT LANGUAGE!"

Just tell your friend to read hindu and there is a column in the editors choice tell him/her to read and understand everyday, perhaps she should improve and even tell your friend to go through the dictionary if required.
