It would then flare up and start swimming up and down the tank. Is this ok/healthy for the fish? If not, what should I do.

This is normal siamese fighter fish behaviour this is spawning behaviour and fighting hence the name fighting fish. i have five male bettas in different tanks of course and some times mine do this. If you place another betta in the sight of one another they will display to size each other up. so keep them out of sight as i've heard that it does stress the fish out if they keep displaying but mine seems happy and healthy.

Yes it's perfectly normal. He's seeing his reflection and thinks it's another fish, so he's trying to threten him and put him in his place. It's normal for a betta don't worry. My betta actually used to threaten me!! :0)

It's OK.If you are worried about too much of this, give the fish some plants to hide in when he gets tired of the flaring.

I've seen them try to attack their own reflection. It's the nature of the beast to attack any other male fish he sees. If he doesn't stop it, you might move him to a less reflective tank or bowl, or you might add a colored background to your tank, though that only takes care of one side. Hmm.
