Yes, I am barefoot all the time including in the winter. And I live where it is cold and we lots of snow and ice.
I agree with the other answers in that the air temperature has a lot to do with how smart or safe it is to be barefoot in the winter. When the air temperature is above freezing, then snow and ice are not too bad while barefoot.
Being barefoot in snow and ice takes some getting used to. You have to like it, for one thing. For another, you must get your feet prepared for winter. Someone who always wears shoes and boots cannot tolerate the cold temperatures and will suffer bad consequences for being barefoot in cold and snow. All barefooters must know their limits to avoid frozen toes and other bad things that can happen when barefoot in the winter.
As Sherriam says, the best trick is keeping the rest of your body warm and you feet will be quite comfortable. It is easiest to be barefoot in the cold and snow when you are moving around and doing something, such as shoveling snow or removing snow from the car or walking and hiking. Standing still and doing nothing while barefoot is not very enjoyable and the cold will make your feet cold very quickly.
One joke I like to make about winter barefooting -- when cleaning the snow off your car or shoveing snow barefoot, you don't have to worry about getting snow into your boots -- Because You Aren't Wearing Any. haha

Yes, I go barefoot year-round. Keeping the rest of my body warm, I can even go barefoot in the snow. I do carry footwear when it gets below freezing, just in case I get stranded somewhere or otherwise get too cold, but I haven't needed to put it on for several winters.

If I am going to be outside for an extended period of time, I will wear shoes if it's below freezing. Otherwise, I find it uncomfortable. However, there are a lot of winter days when I can go barefoot without a problem.

Actually, Yes I do. Call me nuts but I just don't relay like shoes. You have to be very careful walking on ice or snow because your feet do not have much traction and you can slip easy.

sometimes, but not for long periods..maybe to run out to the car or mailbox. but i've got flip flops by the door for those occasions now.
