No, it looks like it is a developed economy damaged by conflict. Not undeveloped.

""The 1975-90 civil war seriously damaged Lebanon's economic infrastructure, cut national output by half, and all but ended Lebanon's position as a Middle Eastern entrepot and banking hub. In the years since, Lebanon has rebuilt much of its war-torn physical and financial infrastructure by borrowing heavily - mostly from domestic banks. In an attempt to reduce the ballooning national debt, the Rafiq HARIRI government began an austerity program, reining in government expenditures, increasing revenue collection, and privatizing state enterprises, but economic and financial reform initiatives stalled and public debt continued to grow despite receipt of more than $2 billion in bilateral assistance at the Paris II Donors Conference. The Israeli-Hizballah conflict caused an estimated $3.6 billion in infrastructure damage in July and August 2006, and internal Lebanese political tension continues to hamper economic activity""

The should be developing but they are not. Until 1982 Lebanon was developing on a parallel path with Turkey. Since then they have suffered from civil war, occupation and political unrest, and their GDP per capita unchanged while Turkey's has nearly doubled.

Lebanon was once concidered the pearl of the middle east, prosperous, peacefull and beautifull.
Then the radical Islamist started tearing the country apart,a 3 way religious civil war.Sunni vs. Shia Vs. Christian ,Syria and Iran providing arms, even tanks, and techical support.
Now,she struggles along, hampered by Hezbullah radicals and their attacks on Isreal.
Lebanon is a good example of what the whole middle east would be like if the religious radicals gained enough strenth.
A disaster waiting to happen.

What is so tragic is that Lebanon was considered the Paris of the middle east, before their civil war in the 1960's due to their differing religious fractions and the meddling of their neighbors
