Yes, but only if you boot from a clean source before doing a complete wipe and reload. If you use a boot disk created on the infected computer the first thing you'll re-install is the virus! Boot from the windows install cd, remove the old partition, power off the computer to ensure you've dumped anything lurking in memory, then restart and proceed with a fresh install. DO NOT try to read any disks created with your infected computer until you've installed an antivirus or you may re-infect and have to do it all again.

You need to format the hard drive and start from new and clean hard disk, but some times that does not work, make sure you have anti virus install on your computer. like Kasper or other. they are free. how ever install everything first than install the Kasper or Mac fee.
