You need to contact the Registrar for Births,Marriages and Deaths in the area you were born.

Where are you now? You should be able to contact a British consultate for help if you are no longer in England. This is the sort of thing they do. Should not cost much for the certificate. The consulate service should be free. Even if you are not a British citizen that is where I would go.
If you know the County you were born in you could write to them directly.

The General Register Office holds a central copy of all registrations for England and Wales. Local Register Offices also hold records of events registered in their area.

For recent events registered within the last 18 months, applications for certificates should be made to the Register Office in the district where the birth, death or marriage took place

Contact birth marriages and deaths where you were born and tell them you need a new one, they don't cost very much between £7-9 but they can take a while to arrange.

anyone can get a copy of a birth certificate.

You need to contact the registery office in the area you were born, generally they will ask you to complete a request form and then take payment, currently the cost of a duplicate is around £7.00.

Our local office (Hillingdon) issues them in three working days.

Go to the office of births deaths and marriages. You can buy a replacement. I think you'll need to prove who you are though. My local office is at the registry office, whether those facts are related I know not. You could telephone your local registry office and find out if that's the place.

I know in the United States we go to the Town Clerks office in the City you were born in. They may even have a form you can download online.
